When the traffic signals are flashing red in all directions at an intersection, what are motorists supposed to do?
This should be treated the same as a Stop sign intersection. Motorists should stop and give the right-of-way to the vehicle to their right. 

When reporting a street light concern, what are important things to understand?
It's most helpful, when reporting this type of concern, to note the type of pole, pole number and nearby cross street. Note that some street lights in Santa Fe Springs are owned and maintained by Southern California Edison. If a concern is reported to us and it turns out to So. Cal. Edison's light, we will report that information to them accordingly.
