City Manager

The City Manager is appointed by the City Council to be the administrative head of municipal government operations of the City. The City Manager is responsible for implementing decisions made by the Council, and coordinating those activities through the various City departments, in accordance with the Municipal Code.

The City Manager is also tasked with identifying key areas of interest relating to the City, formulating appropriate responses, and creating policy recommendations for the Council; as well as, budget development, strategic planning, and the economic development of the City. He also represents the City in legislative actions, legal service functions, and provides leadership for the organization.

Frederick W. Latham, City Manager

Fred Latham was appointed to the position of City Manager of Santa Fe Springs in July 1999. Employed with the City since 1973, he has worked in a variety of capacities including human resources, personnel, public relations, police-community relations, and management. Prior to his appointment as City Manager, Fred was the Assistant City Manager and Director of Police Services for 19 years, where he implemented a number of unique approaches to managing police services with the community's needs in mind.

Fred was involved in the development of numerous programs in human resources and public safety that were recognized for their innovativeness by the International City Management Association, National League of Cities-Black Caucus, California Healthy City Project, and the Federal Emergency Management Administration (FEMA). He has also been a member of the Board of Directors for a number of community organizations, including, among others, the American Red Cross, Boy Scouts of America, and Southeast Funding Authority.

He has assumed leadership roles on a number of professional task forces, committees, and associations.  He is currently the Chair of the California Joint Powers Insurance Authority, City Manager's Committee; Chair of the Gateway Cities COG City Manager's Committee on Homelessness; Chair of the Regional City Manager’s Committee on the California High Speed Rail Project; and the Immediate Past Chair of the Los Angeles County Task Force on Regional Interoperability Communications System Steering Committee.

Fred is a graduate of California Polytechnic University, Pomona, and completed graduate studies at both the Universities of California at Berkeley and Los Angeles. He has been married to Linda for 38 years, has sons Chris and Ryan, daughter-in-law Sarah, and two young grandsons, Hunter and Caden.
