MINUTES
REGULAR TRAFFIC COMMISSION MEETING
CITY OF SANTA FE SPRINGS
September 15, 2005


1. CALL TO ORDER

Chairperson Zollman called the Traffic Commission meeting to order at 7:05 p.m.

2. ROLL CALL

Roll call showed the following:

Present: Chairperson Zollman, Traffic Commissioners: Canchola, Garcia

Absent: Traffic Commissioners: Valenzuela, Velasco, Jr.

Present as advisors were Tom R. Lopez, Assistant Director of Public Works, Tony Olmos, Principal Civil Engineer; Gil Enriquez, Public Safety Officer Supervisor, Officer Dan Nichiporuk, Whittier Police Department.

3. ORAL COMMUNICATIONS FROM THE AUDIENCE

Chairperson Zollman announced that this is the time when comments may be made by interested persons on matters not on the agenda having to do with City traffic-related matter. There being no one in attendance, Oral Communications were declared closed.

4. ELECTION OF OFFICERS

Commissioner Canchola moved to defer this item to the Traffic Commission meeting on October 20, 2005 due to a lack of entire of commission being in attendance, and Commissioner Garcia seconded the motion, which carried unanimously.

5. APPROVAL OF MINUTES

Regular Traffic Commission Meeting of August 18, 2005.

Commissioner Canchola moved approval of the minutes of the Regular Traffic Commission meeting of August 18, 2005. Commissioner Garcia seconded the motion, which carried unanimously.

6. DEPARTMENT REPORTS

Police Services
Officer Nichipourk submitted a Traffic Bureau Report that reflected increases in fatalities, accident injuries, and property damage in July 2005 as compared to July 2004. There was an increase in moving citations and moving violations for the same time period. A new field has been added to the Citation Statistics, "Warning Notices".

7. NEW BUSINESS

a. Photo Enforcement Status Report

Recommendation
This report is for informational purposes only and does not require action by the Traffic Commission.

Mr. Dino Torres, Management Assistant I gave a PowerPoint presentation updating the Traffic Commission on the status of photo enforcement and informing on the future of photo enforcement program in the City.

8. COMMUNICATIONS

Commission
Commissioner Garcia inquired about the City Noise Ordinance due to loud noises coming from Angeles Steel Mill every night at 2:00 a.m. Code Enforcement will contact business owner to request the curtailment of the noise.

Commissioner Garcia also inquired about the train whistle ringing one to four times before reaching each intersection in the City. Mr. Lopez informed the Commission there was an agenda item in process to the City Council to request a quiet zone study for a period of twenty four hours that would address this issue.

Staff
In response to Mr. Canchola's question regarding street lights on Bradwell Avenue from the previous Traffic Commission meeting. Mr. Lopez informed the Commission that the street lights at this location are spaced about 210 feet apart and the standard spacing is approximately 120 feet. Mr. Lopez added that a couple of large trees near the existing street lights may need to be trimmed to increase the lighting levels.

Mr. Olmos updated the Commission on the status of ongoing City projects.

9. ADJOURNMENT

There being no further business to come before the Traffic Commission, it was moved by Commissioner Canchola, seconded by Commissioner Valenzuela and unanimously carried that the meeting be adjourned to October 20, 2005. The time, 7:45 p.m.
